Hundreds of North Lincolnshire households have received support with heating oil costs after the council launched a scheme designed to help rural communities hit by rising fuel prices.

More than 1,000 households have come forward since the scheme launched, with almost 700 payments reaching residents in recent days.

Cllr Rob Waltham, leader,  North Lincolnshire Council, said: “When this funding was announced, we made it clear that we wanted help to reach local people as quickly as possible.

“The response shows just how important this support is for rural communities across North Lincolnshire. Hundreds of households have already received payments and more are being processed every day.

“This is exactly what the funding was intended for – helping people with the cost of keeping their homes warm and providing practical support when it is needed most.”

A further 250 applications have already been approved and are due to be paid this week.

Cllr Tim Mitchell, cabinet member for finance and efficiency, said: “We know households that rely on heating oil face different challenges to those connected to mains gas, particularly in villages and rural areas.

“That’s why it’s encouraging to see support getting directly to local residents. For many households, this funding will help ease some of the pressure created by higher fuel costs.

“If you registered an interest but haven’t yet completed your application, please check your emails and come forward as soon as possible so we can make sure you don’t miss out.”

Everyone who previously registered an interest in the scheme was contacted directly when applications opened. Around 300 households who expressed an interest have yet to submit an application.

Residents who need help completing their application can visit any North Lincolnshire community hub, where staff can provide support to access and complete the online form – hubs are in Ashby, Barton, Brigg, Crowle, Epworth and Scunthorpe.

Children across North Lincolnshire need safe, stable homes – and more residents are being asked to consider whether they could help provide the moments young people remember for the rest of their lives.

There is a growing need for foster carers locally, particularly for older children, sibling groups and children with additional needs – with young people needing support, stability and somewhere they can feel safe.

Cllr Julie Reed, cabinet member for independent families and children, said: “Behind every fostering story is a child who simply needs someone to believe in them.

“Children don’t remember policies or processes. They remember feeling safe. They remember someone sitting with them when they were frightened, helping them settle into a new school, listening to them, encouraging them and making them feel like they matter – that’s what foster carers do every single day.”

North Lincolnshire’s fostering offer forms part of children’s services rated Outstanding by Ofsted recently for the fourth consecutive time, with inspectors praising the stability and care provided to children living with local foster families.

Inspectors highlighted that children in North Lincolnshire are cared for in “stable, in-house foster homes” where their needs are met to a “very high standard”, giving children “a sense of security and certainty about their future living arrangements.”

Ofsted also praised the council’s “excellent training offer” for foster carers, including a strong emphasis on therapeutic parenting approaches, alongside the strong sense of community built around fostering families across North Lincolnshire.

This Foster Care Fortnight, local foster carers and young people will be sharing honest reflections about what fostering really means – from offering calm during moments of chaos to helping children rebuild confidence, trust and belonging.

Cllr Reed went onto say: “As an adoptive parent myself, I know just how life-changing a loving and stable home can be for a child. Foster carers provide that same care, patience and reassurance at some of the most important moments in a young person’s life.

“Many of our foster children have done amazingly well once they have had someone invest their time and patience in them giving them the opportunity to experience a stable loving home.
“They all deserve that chance to be supported to realise their dreams and ambitions and do well in life after a difficult start.”

A series of events and activities will take place across North Lincolnshire during Foster Care Fortnight, giving residents the chance to meet the fostering team, ask questions and learn more about what fostering involves.

Hundreds of children and young people across North Lincolnshire are benefiting from an exciting range of new creative activities at The Dancing Tiger Scrapstore.

The Brigg-based group got a £5,000 cash boost from North Lincolnshire Council.

Cllr Rob Waltham, leader, North Lincolnshire Council, said: “This is about investing in young people where they live, giving them the tools to be creative, confident and connected.

“These sessions offer young people more than just something to do – they help them find their voice, discover new talents and work together in a fun, safe and supportive environment.”

The funding, from the council’s Positive Activities grants scheme, will support a series of innovative workshops combining cosplay, textiles, and puppet making – giving young people the chance to develop hands-on skills, express their creativity, and take part in performance-based storytelling projects.

The workshops include:

  • Cosplay sessions that blend fashion, craft and character design.
  • Textile workshops that explore both hand and machine sewing techniques including embroidery, applique, and upcycling.
  • Puppet making activities, where participants will build their own puppets using materials like fabric, foam and wire, learning about movement, articulation, and character development.

This programme is part of a wider investment of almost £50,000 in youth activities across North Lincolnshire – helping local organisations provide inclusive, open-access sessions that build confidence, foster friendships and ensure young people have trusted adults they can turn to.

North Lincolnshire Council has approved a balanced budget that protects vital support for vulnerable residents while continuing to invest in roads, regeneration, flood resilience and local communities.

Despite reduced Government funding, rising costs and growing demand for essential services, the council has agreed a clear and disciplined financial plan focused on stability, protection and long-term value.

Around 80 per cent of council spending directly supports vulnerable adults, children and local communities – services that are not provided by any other organisation.

The budget safeguards care and support for older and disabled residents, maintains the council’s long-term financial sustainability and continues to back businesses to create secure, well-paid jobs.

Cllr Rob Waltham said: “This is a responsible budget for challenging times. We have protected the things that matter most – particularly support for vulnerable residents – while continuing to invest in North Lincolnshire’s future.

“National decisions have increased costs for councils without fully funding them. We will not hollow out essential services for short-term gain. This plan is balanced, disciplined and focused on long-term stability.”

Higher employer National Insurance contributions, Living Wage uplifts and sustained inflationary pressures have driven significant increases in workforce costs, with more than £6m added to social care costs alone this year.

The Government settlement does not fully fund those increases, leaving councils expected to bridge the gap.

Cllr Waltham added: “The Government has chosen to cut funding to councils. This budget is not about expansion – it is about protection.

“It preserves frontline support and ensures the council remains financially resilient in the face of externally driven cost pressures. More than 80 per cent of our capital investment programme is funded through external grants rather than local taxation, and our ongoing efficiency programme continues to reshape services around prevention and long-term value rather than crisis response.”

The budget commits more than £200m over the next four years to infrastructure, regeneration and community facilities – strengthening town centres, protecting homes from flooding, supporting economic growth and improving local environments.

Budget highlights include:

  • £20m for highways improvements from April
  • £10m investment in schools across North Lincolnshire
  • £3m grant pot for rural communities
  • Creation of an additional 100 new special educational needs school places
  • Multi-million-pound leisure refurbishments at Pods and Riddings & Quibell Park
  • Investment in Scunthorpe community centres
  • Development of the Ashby Hub
  • Tree-planting target increased to 750,000
  • Free swimming during Easter and summer holidays for children and young people
  • Free books for all children up to the age of five
  • Free car parking in Ashby, Brigg and Scunthorpe
  • Continued support for the Armed Forces community
  • Weekly brown bin collections with no additional charge
  • £5m for flood protection across the Isle and along the Humber bank
  • Completion of the Burringham Bypass
  • Expansion of Sir John Mason House, adding five new rooms
